REQUEST FOR QUALIFICATIONS
GRAPHIC DESIGNERS
PRE-QUALIFIED ROSTER
The Department of Cultural Affairs is seeking experienced and talented
graphic designers to provide graphic design services for various DCA
printed collateral and web-based materials, including Heritage Month
Calendars, Festival Guides, Program Brochures, Requests for
Qualifications, Event Marketing Materials and other pieces as needed.
Selected graphic designers will be required to produce PDF comps and
final digital files for DCA printed materials and website use.
b u d g e t
The graphic design budgets for individual projects range from $500 to
$25,000.
e l i g i b i l i t y
This local call is open to graphic designers residing in the Southern
California region (Ventura to San Diego counties). Applicants must have
a minimum three years of paid graphic design experience. Employees of
the City of Los Angeles are ineligible to apply.
s e l e c t i o n p r o c e s s
A selection committee comprised of DCA staff and graphic design
professionals will convene to review submissions received through this
public call. The selection committee will identify a group of graphic
designers as finalists and these finalists will constitute a
pre-qualified roster of graphic designers. Pre-qualified graphic
designers will be contacted as individual projects arise. Graphic
designers selected to the pre-qualified roster are not guaranteed a
commission but will be eligible to bid on specific projects. The
pre-qualified roster will be in place for a term of four (4) years from
the date of selection.

The Department of Cultural Affairs reserves the right to decline all
submissions, cancel this Request for Qualifications (RFQ) or cancel any
qualified list, at any time. This RFQ is subject to MBE/WBE and the
Living Wage, Contractor Responsibility, Equal Benefits Ordinances, and
other ordinances in effect.
s u b m i s s i o n r e q u i r e m e n t s
One complete application must include:
1. Completed application slip.
2. Letter of interest, one page maximum.
3. Résumé of professional experience, four pages maximum.
4. A total of ten (10) work samples, in either, or both, of the two
following categories:
a) Printed collateral (physical samples)
b) Web-based material (PDF samples on disc)
5. Annotation to accompany the ten work samples, describing the
nature of each sample and any other relevant information.
Please note that all items (except for the completed application slip
and, if applicable, printed collateral) must be submitted on a CD-ROM.
Please also note that application materials will not be returned.

Friday, October 2, 2009. Completed applications must be hand-delivered
by 4 p.m. or postmarked by the U.S. Post Office, UPS, Federal Express,
or similar delivery service no later than 12 midnight, Friday, October
2, 2009. The Department of Cultural Affairs strongly recommends
obtaining proof of mailing. All incomplete applications or submissions
postmarked or delivered after October 2, 2009, will be returned to
sender. An RFQ Application Slip must be included with each application.
